# Google 涉嫌垄断，欧盟怎么罚？

不仅是中国，Google 在欧洲的日子也并不是那么好过，此前他们就曾因为 Android 系统预装应用、AdWords 广告业务被欧盟调查。不过调查归调查，欧盟对 Google 的处罚计划仍然不太清晰。

路透社近日独家获得了一份欧盟[文件](http://www.reuters.com/article/us-eu-alphabet-antitrust-exclusive-idUSKCN1213DJ)，这份 150 页的文件透露欧盟要求 Google 停止向手机厂商发放补贴，以换取在 Android 手机中预装 Google 应用，使用 Google 作为默认搜索引擎的行为。

由于 Android 是 Google 出品的操作系统，所以 Google 会在 Android 中内置 Google 服务框架以及 Gmail、YouTube 等 Google 的应用程序。这种行为本身并没有问题，但正是因为 Android 的市场份额非常高，所以才变成 Google 遭遇欧盟调查的导火索。

据 VentureBeat [报道](http://venturebeat.com/2016/05/11/android-is-eating-apples-ios-market-share-everywhere/)，市场调研机构 Kantar 发布的 2016 年第一季度市场数据表明 Android 在欧洲英国、法国、德国、意大利和西班牙五个国家的市场份额高达 75.6%，同比上升 7.1%。

Google 面临的确切罚款金额现在尚未公开，只知道欧盟有可能根据 Google AdWords 广告平台在欧洲产生的用户点击收入、搜索业务请求数量、Google Play 应用购买收入、AdMob 应用内广告收入来确定 Google 需要缴纳的罚款。除了针对 Android 操作系统的罚款，路透社还表示 Google 可能因为优先在搜索结果中展示 Google 购物的列表受惩罚。
